Our new lower rates for states other than California went into effect June 28, 1999. They were lowered again on December 1, 1999. Our California rates were lowered August 17, 2003. We also lowered our overseas rates on September 17, 2001; they were lowered again January 14, 2002. If you make a lot of overseas calls, take a look at the rates for the countries you call.
